Homelessness prevention and rapid re-housing


The application process and other procedures are still being developed and more information will
be posted as soon as it becomes available. The funding will be available in Fall 2009.
ALLOCATION: Contra Costa County received a direct Homeless Prevention Fund allocation
$1,421,551. The City of Richmond received $559,735 in funding.
ACTIVITIES: This funding must be used for homelessness prevention and rapid re-housing
activities, including the following:

  • • Short-term or medium-term rental assistance; 
  • • Housing relocation and stabilization services including 
  • o Housing search, 
  • o Mediation or outreach to property owners, 
  • o Credit repair, 
  • o Security or utility deposits, 
  • o Utility payments, 
  • o Rental assistance for a final month at a location, 
  • o Moving cost assistance, and 
  • o Case management; or 
  • • Other appropriate activities for homelessness prevention and rapid re-housing of persons who 
  • have become homeless. 

TIMING: It appears that the timing for this funding will be very tight and the term will be short
(60% of funds must be spent within 2 years, 100% within 3 years of award.) One possible timeline:
• Allocations were published February 25, 2009
• Guidance to be published by March 19, 2009
• Community plans to HUD in April – May 2009
• Program operations in Fall 2009
WHAT WE DO NOT KNOW YET:
• Specific plan requirements
• Whether there will be any match requirements (not likely)
• What other program regulations might be, such as:
o Term limits on receiving rental assistance
o Limits on the number of times that individuals or households can receive assistance
o Whether rental assistance can be provided outside of the funded jurisdiction

PLAN: HUD is expected to require communities to submit a plan for utilizing this funding. The
timing and requirements are expected to be similar to the Neighborhood Stabilization’s Program
Substantial Amendment to the jurisdiction’s Annual Plan.

Fees, Fines and Penalties > The Apple in the pie died long ago

The apple in the American Pie has died long ago.  No longer can we walk up where we can find day work but giving a ticket to a homeless person almost consistantly costs more than it's worth.  A 1,000 fine for a sick, ill or person welfare reflects a society bent on destroying those who cannot fight back.

If you can't pay the fees you probably have trouble paying for food as well many are on EBT (Cal Fresh)

What I've seen in Chico, Oroville, Berkeley, and some parts of San Francisco works well.  The big fear around here is that the universe will close in and the hords will come seeking the cracks and crevices.  

A uniform guidance policy with a clear approach will lighten the load on the courts, patrols and legal system.  

There are many homeless that are willing to work but have challenges such as ID, birth certificates, and proof of residency.

Walnut Creek CA: Watching over the homeless is a pastime of mine going back decades to Pittsburg CA where we first gave used restaurant gear to Loaves and Fishes a church run operation still in existence today.     We helped when we could as we often got dishes, pans and restaurant equipment via tear outs.

So twenty plus years later I've become homeless.  I have two brothers, money from a trust that apparently doesn't exist and currently surrounded by a scandal engulfing Contra Costa County.

What I've learned is who does what to who - I've seen the violence, seen the brutal results of stitches but I've seen the good side as well.
